Development Programme Specialist, Department of Internal Affairs
Rob began his work career as a building scientist then a practicing architect for some 20 years, which included a wide range of commercial, civic, cultural and refurbishment projects. Rob led the refurbishment of the Wellington St James theatre and the relocation/restoration of 18 heritage buildings along the Welington Inner City Bypass.
In early 2000s Rob transitioned to client-side roles directing major building and related change programmes. This has included oversight of a nationwide upgrade of existing correctional facilities and four new regional correctional facilities, leading the National Library 2012 refurbishment and 2017 multi-awards winning He Tohu exhibition, and Anchor Projects for the Christchurch rebuild.
Rob’s current role is Director Property and Facilities Delivery for the Te Ara Tahi Programme at Internal Affairs, leading the development of a purpose build new archival building and creation of a documentary heritage campus for Archives NZ, the National Library of NZ, and Ngā Taonga Sound & Vision.
The new 10-level archival building in Wellington, which was operational in mid-2025, is setting new benchmarks in designing for resilience, contents protection, sustainability, and in the application of a digital twin for construction and facilities management. Mana whenua designers Tihei collaborated with Warren and Mahoney architects to bring a te ao Māori world view to the design of the new building, connecting it to the whenua it sits on and acknowledging the people who lived here before.
Principal + Studio Head of Design, Warren and Mahoney
Underpinning Rodney’s approach to design is the belief that people are the foundation for special projects. Building a creative culture through collaboration is paramount; with open communication and reciprocal engagement, we can all learn as much as we can teach. This approach unlocks true partnership and the ability to take projects well beyond expectations.
“I believe our work has the power to be truly influential – not only in the outcomes but also in the process of making. To ensure our work remains relevant for the communities we work in, our ability to influence requires the capacity to be influenced.
"I have been fortunate to have led some very special projects that impact our natural and built environments, and I don’t take this role for granted. Leading Te Rua Archives New Zealand has been a truly enlightening experience where we will not only deliver a highly technical and resilient facility but through our process of making, we have advocated for deeper cultural and sustainable outcomes.”
A co-leader of WAM's education sector, Rodney works at a variety of scales, creating long-term partnerships with clients and stakeholders. Bringing together diverse people in often large teams to solve some of the most complex architectural projects in Aotearoa, Rodney has a portfolio with rich experiences and innovative solutions.
