Director - Market Transformation, NZGBC
Sam Archer has over two decades of experience as a mechanical engineer and sustainability consultant. He created and managed the sustainability framework for a 3,000-home development for the University of Cambridge, has worked extensively in sustainability and energy strategies including carbon policy work for the UK and New Zealand governments, sustainable urban design and low energy and passive building design.
Currently Director of Market Transformation for the NZ Green Building Council, Sam is responsible for running the sustainability and energy assessment tools: Green Star, Homestar and NABERSNZ.
Strategy and Climate Lead Advisor, HBRC
Amberley has significant experience working on climate adaptation and environmental policy at both central and local government levels. Her background includes planning system legislative reform, leading New Zealand’s first National Adaptation Plan and providing advice to Ministers on the National Adaptation Framework and natural hazards work programmes.
Amberley is based in Hawke’s Bay and has also worked for local councils and NZTA Waka Kotahi. Following Cyclone Gabrielle, she worked on state highway network recovery and resilience across the Bay and Tairāwhiti. More recently, in her role at HBRC, she has led a cross-council collaborative project to undertake and publish the region’s first Climate Change Risk Assessment.

I am a registered Architect (ANZIA) with experience across educational, residential, commercial, and community projects. As the leader of the Hawkes Bay Studio at DCA Architects of Transformation, I collaborate closely with clients and consultants to deliver innovative solutions from concept to construction, ensuring projects are completed on time and within budget.
With over 15 years of experience in the educational sector, I have managed complex School and Ministry-led projects as Project Architect. I also bring expertise in sustainability and environmental design, working to reduce carbon footprints and promote healthy internal environments. As a Homestar V5 Assessor and a NZ Green Star Accredited Professional, I apply these skills across all projects to enhance project sustainability outcomes.
Associate Building Scientist, Beca
Ethan Duff is Associate Building Scientist in Beca's Wellington office. He is an experienced Green Star Accredited Professional (GSAP) and Green Star and sustainability delivery lead on Te Kete, Napier Civic Precinct.
He has been involved in more than 20 Green Star projects including healthcare, civic, and commercial developments. He is also a Green Star Assessor and regularly provides expert technical advice to the NZGBC.
