Election Manifesto 2026

Building a smarter, lower cost energy future for Kiwi families

Andrew Eagles CEO:  2026 Manifesto

New Zealand’s current energy challenges are putting huge pressure on households, businesses, and the wider economy. Energy bills are rising sharply, energy security concerns increasing and those businesses dependent on gas face reduced production or closure.

Our 2026 Manifesto is a document asking political leaders to focus on a simple idea: how to use energy smarter, starting with the places we live and work.

Buildings currently consume nearly a quarter of New Zealand’s electricity and a growing share of gas — much of it just to heat rooms and water.

As political parties start their 2026 general election campaigns, we urge them to look carefully at these sensible options and take steps to implement them. We have the tech, the knowledge and evidence is all here – what New Zealand needs now is the political will.

The manifesto outlines a series of practical, affordable actions:

    • Updating the Building Code to reflect modern energy standards.

    • Cutting red tape to unlock energy-efficient investments.

    • Providing clearer information for buyers and renters.

    • Supporting uptake of heat pumps, rooftop solar and battery storage.

These are not expensive or radical changes. They are sensible, proven solutions that will save money and strengthen our energy security

The proposed policies set out in the NZGBC election manifesto are useful.  They will help the sector move towards healthier more efficient homes and buildings.  This means lower running costs for businesses and families, healthier whanau and better energy resilience for New Zealand.  This is great stuff for Aotearoa.  Let’s get into it.

NZCIC welcomes the release of the NZ Green Building Council’s 2026 Manifesto and supports the focus on building a smarter, lower cost energy future for Kiwi families.  We particularly support the suggestions to cut red tape for investment in energy efficient homes and buildings – this has never been more important given the global energy situation.  NZCIC, through its members, represents 70% of workers in the construction industry for whom the reform of the building consenting process is critical for improving productivity. Consenting must be quicker and it should make it easier for homes to be built to energy efficient standards. We call on the government (itself responsible for more than a quarter of all construction in New Zealand) to be a responsible client and lead the way to a smarter and more energy efficient built environment.

"Te Kāhui Whaihanga New Zealand Institute of Architects believes great architecture is one of Aotearoa's most powerful tools for building a healthier, more resilient future. Getting orientation, insulation, ventilation, and thermal performance right at the design stage is the most cost-effective way to reduce energy demand - and when combined with all-electric, fossil-free systems, delivers homes and buildings that are cheaper to run, healthier to live and work in, and ready for a renewable energy future. We support the ambition behind NZGBC's 2026 Manifesto and share their goal of warmer, healthier, lower-cost homes and buildings for New Zealanders. We look forward to working with government and industry to deliver a built environment that works better for families, businesses, and Aotearoa.”

“Engineering New Zealand welcomes NZGBC’s 2026 Manifesto and its proposals to encourage energy efficient building solutions to lower costs, improve resilience and reduce demand on the grid. Clear, credible, and easily accessible information will support engineers to promote investment in low energy and low carbon buildings and homes throughout New Zealand. NZGBC’s call to action aligns with Engineering New Zealand’s climate change response, supporting innovative and collective engineering solutions and guidance for a changing world.”

“The proposed policies set out in the NZGBC election manifesto will help the sector move towards healthier more efficient homes and buildings. This means lower running costs for businesses and families, healthier whanau and better energy resilience for New Zealand. This is great stuff for our sector but also for businesses and Kiwi families”

“Community Housing Aotearoa is a peak body for community housing providers across Aotearoa New Zealand. Our members house over 35,000 people in around 20,000 homes in communities. CHA supports the NZGBC election manifesto. These are useful and practical policies. We are strongly supportive of any change that will help deliver energy resilience for our country and lower bills for kiwi households. The cost of living crisis is disproportionately impacting low and moderate households. Every dollar counts. It is unacceptable that kiwis are having to choose between housing and health because they cannot afford to turn on their heaters in winter. We encourage political parties to take these policies forward.
